To update you following the most recent revisions to the above scheme and additional comments that were submitted. Given the objections which were received in response to the proposed development the planning application was presented to a Members Briefing Meeting with a recommendation to grant planning permission subject to a S106 Legal Agreement to secure the use of the premises and a Canal Information Centre Management Plan.

Where there are outstanding objections to an application on material planning grounds, a decision cannot be made by delegated powers without first bringing it to the attention of our Members' Briefing Panel. The panel does not decide upon applications that are referred to it. Its role is to consider the nature and extent of the outstanding objections to the application by viewing the associated planning officer's report, application drawings, relevant photographs and letters of objection.

Thereafter, the Panel either:
  • advises that they are satisfied with the proposed decision being made under delegated powers; or
  • recommends that the decision is made by the Development Control Committee instead
It is acknowledged that there was no overall consensus in opinion on the revised proposals however it is considered that the proposed use on the basis of the measures proposed within the Management Plan are in accordance with Camden's policies and inline with the original aims of the CIC secured in the 1998 permission.

Members advised that they were satisfied with the proposed decision to grant planning permission subject to a S106 Legal Agreement being made under delegated powers subject to the inclusion of additional measures in the CIC as raised in some responses to include a commitment to a major review and refurbishment every 3 years, to ensure there is something on the display explaining how the CIC is managed and by whom, and how public can comment and for a formal arrangement for a joint committee to consult on changes and on the annual review - to be made up of a nominee each from the 'interested parties' including the Council.

This legal agreement will include a clause to secure the operation of the premises and layout of the CIC in accordance with the current proposal to ensure it is managed and operated to the Council's reasonable satisfaction. This would include dissemination of information to members of the public about the current operation and history of the Canal, the site and other relevant matters relating to local history and other information promoting local tourist attractions and the specifications of the Management Plan.
