Neighbours from Hell?

To the untrained eye these colourful containers might look like an art installation.

Now spare a thought for the people who live in the cottages that face the backside of these containers. Were they actually consulted before their views of the canal were obstructed?

Does anybody know what purpose these containers are serving? Is there perhaps any connection between these obstructions and the planning application that was widthrawn last year?
